Neighborcare Health has appointed David Cullen as Senior Director of Human Resources.

Neighborcare Health, one of the largest providers of primary medical, dental, and behavioral health services in the Seattle area, has named David Cullen as Senior Director of Human Resources. Through nearly 30 medical, dental, and school-based clinics, Neighborcare Health serves close to 60,000 patients each year, delivering compassionate, culturally responsive care to individuals and families in communities where health disparities are greatest.

In his new role, David will provide strategic leadership across key human resources functions, including workforce planning, labor and employee relations, talent management, and organizational effectiveness. He will partner closely with senior leadership to strengthen HR systems and practices that support a diverse workforce and advance the organization’s mission and long-term sustainability.

David brings more than two decades of human resources leadership experience across healthcare, academic medicine, and public service organizations. He has held senior HR roles at Summit Healthcare Regional Medical Center, South Snohomish County Fire & Rescue, Virginia Mason Medical Center, Fred Hutchinson Cancer Research Center, the University of Washington School of Nursing, and Seattle Children’s. Known as a trusted advisor and people-centered leader, David is recognized for aligning HR best practices with operational realities while fostering strong employee engagement.
